Following public discussions SEWRC determined marginal prices for concluding transactions on the balancing energy market in 2015
With a Resolution No Ц-26 dated 19.12.2014 SEWRC determined marginal prices for concluding transactions on the balancing energy market effective from 01.01.2015, as follows:
a. Marginal price for concluding transactions on the balancing energy market for regulating „upwards“ (i.e. in case of shortage of electricity) amounting to BGN 202,00 per MWh. This means that, if consumers or producers of electricity consume, respectively produce, less electricity compared to what they have forecasted, they have to cover the missing electricity at price, which may not exceed the marginal price determined by the Regulator.
b. Marginal price for concluding transactions on the balancing energy market for regulating „downwards“ (i.e. in case of excess of electricity) amounting to BGN 0,00 (zero) per MWh. IN other words, electricity produced above the forecast quantity shall be sold on the balancing energy market at the price of zero Bulgarian leva.
Determining marginal prices for concluding transactions on the balancing energy market is part of the statutory powers of SEWRC as per Art. 21, Para. 1, p. 8 of the Energy Act.
The lack of competition among the participants on the balancing energy market, who offer balancing energy, created conditions for speculations in the prices of balancing energy. As a result negative prices were offered for excess electricity, respectively too high prices, in case of shortage of electricity. This lead to distortion of the balancing energy market, extreme prices of the balancing energy, and huge expenses of producers and consumers for misbalances. The above situation motivated SEWRC to use its statutory power and to determine the marginal prices of electricity on the balancing energy market.
